Town Hall 18 removes the Town Hall's weapon and hands defense of it to a Guardian that jumps down to fight, so the Town Hall is no longer a defensive building. The Revenge Tower grows stronger as your buildings fall, which rewards bases that keep it alive deep in the core until late in an attack.
